Yes, it's very common.
Because it's intended to be relatively exotic and high-end hardware for developers to work with. The extra memory allows for devs to add a lot of telemetry and data for analysis on the system without having to worry about crashing the game due to it going out of memory while trying to just collect information about something else. Do not expect that higher-end hardware to be available to consumers as a part of Scorpio's launch. Also you may have missed that the storage listed for the devkit is a 1TB HDD plus a 1TB SSD; again, exotic, high-end, and expensive.

I've said, and this is actually true, the planning for what happens after Scorpio in the console space is already underway". My opinion...the Scorpio is not RX 480 derative like the Pro with 4CUs added. On the contrary, the full chip for Scorpio is the missing 44CU "RX 490X", and the Scorpio is the 390 successor, the "RX 490". Can't wait for that die shot or layout to see if true. Much better than Pro's implementation i must say. There seems to be no such thing as pro patches or boost mode, it all works with the hardware just making the games run better automatically. Of course if devs have to unlock software side limitations then that could not be counted here
Zen and Vega is out end of 2017 to the public, ehll ZEN is already out.
Zen at 3 Ghz is under 50 W and is more than 2 x faster than a 2 GHz Jaguar. And Vega blows away polaris, same story as the CPU gulf. Both MS and Sony will be designing ZEN + Vega consoles now, you can bet on it.

wouldn't that imply they DO need patches or something to take advantage of the scorpio? if MS do all the work to make games run better on the scorpio even if devs do nothing as the quote claims, why would they say they want devs to make games run "at minimum the same as" the standard xbone version?
if MS make games run better regardless, i'd expect zero games in the scorpio to be running "at minimum the same as" xbone. and if that's the case, why even mention it?

All dev kits for any system are typically more powerful and have way more power than retail kits. You need that for debugging and such.Nice that Microsoft is giving devs a kit that is more powerful and telling them to build their games big then scale down. Yet we'll still hear the xbox one is holding back scorpio argument.
