Yes it is, though we gotta also remember that 3DS came out 6 years ago, and it was already underpowered compared to competitor handhelds, especially having to render 3D images

You haven't explained why it's weird. It's not necessary for such a comparison to be close for it to be interesting. I have absolutely no idea why it would be weird to compare the same game or the same component of two different games across the PSP and Vita to showcase a leap in technology. This is really basic stuff.
It's clear that the fact that this is a hybrid console that also follows up a wildly unsuccessful console is really tripping people up here. I could understand the befuddlement if they completely ignored that 8 already exists on the Wii U, but they do comparisons to that too! It's not as though they only compare to 7 in this piece.

The bottom line is, it's too early to tell for sure how it will compare to the PSP, but we at least know that the 3DS isn't going to be completely under powered, and it will feature effects that will lead to far more impressive visuals (lighting, shadows, fog, antialiasing, etc). Overall, we can probably expect the visuals to be more detailed than the PSP, if they manage to use a Pica 200 with a high clock speed. We've seen some impressive looking ”screenshots" and gameplay demos on Youtube, and so far it is looking great. Their focus is clearly going to be on having cool 3D effects though, and not mind-blowing detail in their games, so we'll have to wait and see.

The 3DS's processors appear to put it close to the iPhone, which runs on a single 412MHz ARM11, but the 3DS can unleash dual cores on games without having to worry about running an operating system in the background.
Rest assured, the 3DS looked terrific when I fiddled with a copy of Metal Gear Solid: Peacewalker at E3. Who cares if it's a PS3 in your pocket or not.
DMP's PICA200 is more than just an interesting choice for the 3DS GPU. It's another example of how Nintendo has taken mature, existing tech and repurposed it into a brand new, fresh offering. With the absence of any kind of PSP2 announcement at E3, combined with the apparent lack of technical innovation on the OpenGL ES 2.0 aspects of iPhone software, Nintendo has managed to propel itself to the forefront of mobile gaming with its new offering.

I don't understand this obsession that the DF guys have to keep saying that the Switch is leaps and bounds better than the 3DS. It's sold as a console, it's more powerful than their last console, and it's obviously more powerful than the 3DS.

1. Modern single frame post processing is obscenely cheap for what it does. SMAA1x low for example. Heck even Filmic SMAA used in Call of Duty games is cheaper than FXAA3.

I don't understand why these comparisons bother people. Not every observation has to be the answer to an outstanding question. If you bought a Switch primarily as a follow up to the Wii U, then yes I can understand that there's not a lot of value in comparing to the 3DS. But if you bought this primarily as a 3DS successor device it is a neat comparison.
