See, this is the peculiar thing. If it was a matter of censorship, it wouldn't have passed Sony's internal certification process and made it onto the mastered disc in the first place. Content checks are not made retroactively generally speaking for the obvious reason that patching isn't an absolute requirement.
There is one exception however. If nudity wasn't stated as part of the content declaration to the ESRB, then they would have to patch it out in order to avoid getting fined. I've written at length in the past about how insanely pedantic this is (i.e. a drawing of a beer bottle that is part of some entirely non-interactive background detail is enough to draw a fine if you didn't tick the alcohol check-box on the declaration form), and how multiple infractions within a certain time compound penalties.
The crucial thing about the ESRB though is that it levies fines at the PUBLISHER, not the platform holder. In which case this would behoove Capcom to push this fix out as quickly as possible.
If you look at the ESRB content description here, it appears that this is the most likely reason for what's happened. Because the uncensored content absolutely would draw a fine because it deviates from the supplied description.
