Big companies do it like this: they first evaluate if the particular nation in crisis is a nation they have (a big) market in. They they'll check how much of an outrage and how much media coverage there is. If it is one of their (big) markets and the media coverage is huge, they'll try to get some of that goodwill cake an particupate with their PR. If not, they don't give a shit about people aynthing or people dying.

However, this may be a start is : Victim death rate by race while in police custody.
We know the stats, and the names what I am talking about is change. If you want statistics only around 35-40% of the people who protest anything for social issues votes. If that's the case then the votes would be measurable. The most important thing to me is changing and hearts. If 40% of the people who make laws heart's were to change for the better it would make a world of change. It was having discussion on gaming forum though.
