Unlikely as NoA (rightly) prefers to do their own localisations. That does seem to be changing slightly with Xenoblade and potentially The Last Story.

What other games they released could they have used the NoE translation? Seems pretty consistent in that they use something if it's ready for their release and don't bother to do it from scratch then.
Nah, if a game comes out in Europe first like Trace Memory, Fire Emblem DS or Minish Cap, NoA will get Treehouse to do their own (likely better) translation rather than use the NoE text. Wherever possible NoA prefer to do their own scripts, which almost always end up better than the European versions. Advance Wars Days of Ruin is a case in point.

The scan states that the game does indeed have 3D. It's just 3D environments with 2D sprites, so it should look similar to Fire Emblem if they get the 3D depth right.
Sprites in the world are 2D in a 3D environment. Everything else is 3D.Erm... I don't think there are any 2D sprites in the game. It's like DQIX.
