I Love Mondays for Giantbomb is up, near the last few minutes (12:10) Patrick gives some details on him calling Nintendo asking for his NNID to be switched over to a new console:

Turns out Nintendo customer service can't switch over NNIDs to a new console, it is completely locked, and they're looking into what they can do but are not optimistic that anything can be done.

you cannot login any account you created on another hw because the account is locked to said hw.
you cannot move any account from one hw to another.
the reason because you cannot do either is because you account is tied to the hw.
nintendo in a faq is stating that in the future you will be able to log you account to any other device.
therefore they will have to eliminate the lock to achieve this result.

They are just barely getting online! Give'em a break! You have to remember they are about 10 years behind everyone else. Account management is a foreign concept.
I'm sceptical that there's legitimately nothing that can be done for transferring systems...at the very least forever. This strikes me as customer service basically saying they can't do anything now, because Nintendo hasn't provided them with any tools or options to do so. The 3DS has a system transfer option, and it was possible to do so via customer service with the Wii. In the latter case, to my knowledge, it was literally an entire NAND/firmware copy.
I can't see Nintendo not providing customer service/technicians with the tools to do these kinds of transfers, eventually.
For now though it's still inexcusably bad.

That's like trying to connect the dots on a pony picture and coming up with a lion.
It'not that people are "not able to connect the dots". It's the the dots seem to be pretty well laid out and they don't paint a pretty picture. It seems like you can use the same NIND on different systems(as that has very little impact when it comes to duplicating content on multiple consoles) but not on different consoles.
Example: You can use the same NIND on a PC, 3DS, and Wii U, because by their logic you can't replicate Wii U content on a 3DS or vice versa. But you can't use the same NIND on 2 different 3DSs or 2 different Wii Us, because they share the exact same content. Get the difference there?
Wii U deserves Vita-level sales for this bullshit. Fuck.
