Yep. Major Nelson's post is the spinned version of the truth Phil Harrison told. That last line basically is confirming the fee scenario, if passing a game to a friend or whatever.
PR wise this has been a mess. Someone needs to tell phil Harrison they're not divulging specifics yet...he's pretty much let the cat out of the bag.

Private sales and lending are out.Beyond that, we have not confirmed any specific scenarios.
Games are locked to your account, not your box. See, we are better than Nintendo at online!Another piece of clarification around playing games at a friends house should you choose to play your game at your friends house, there is no fee to play that game while you are signed in to your profile.

So just like the 360 then?
What is the issue here?
but, my question is will there be issues with other accounts on my system? Do I have to pay a fee so that my son can play my game on my system but on his gamertag?
No. My friend can play a retail 360 regardless of the account.
Great vague statement though
So I guess if friends want to share games they should just make a new account specifically for that purpose and share that profile?
I'll give translating a shot.

So basically "yeah a friend can play it for free as long as you're there watching him".
So as long as you refrain from playing on your own system at home, your friend can borrow and play your games on his system all he wants.
No fee, correct - and they just got that information wrong. As soon as we saw, we contacted them to correct it.
So online IS required for playing games not on the system it was activated on?
What if my gf has a different user in the same console because we live together? She cant play with her user?
whats the problem, just let your friend borrow your profile lol
but seriously this is still worse than the current system because now the friend can't play the game on his own profile without paying.

Lol, you'll have to upload your profile everywhere you go. Lets bring back the VMU!
Yeah, that's what I'm thinking.

So still no lending or renting. All this does is solve the "what if I am physically at my bros house and we just want to bro my bro game" quandary.
Phil actually did discuss a specific scenario where you have to pay full price for a second hand game's activation, major. Keep backpedaling though and maybe you'll have people so confused they'll actually buy the console when it's released. Worked for the wii u.
