Phil actually did discuss a specific scenario where you have to pay full price for a second hand game's activation, major. Keep backpedaling though and maybe you'll have people so confused they'll actually buy the console when it's released. Worked for the wii u.

Understanding that the account system already works this way, this isn't what people seem to be concerned about.No, Phil said that there is no difference on Xbox One between installing via a disc or online and both will be treated as if it was downloaded. Just like with online titles today, you can install it on any console but the original buyer needs to be online to play it. To remove that restriction, the game needs to be bought again on that console -- just like today.
