Why would you make a movie based on a game with one of the worst stories of the generation? Even though I love the game, this sounds awful.

Same people don't work at the studio, Gonzo has always been generally bad throughout their history outside of a few key works.

No, I don't believe anyone involved in Gankutsuou are involved in this movie. Most anime studios are not monolithic entities where the same people work on all the productions; you have entirely different teams of people working on different productions at the same studio, especially as much of the anime industry is made up of freelancers, so quality can very widely as a result. There are studios which produce lower-quality work on average due to poor producers, poor connections, poor work methods, but there is no studio immune to producing bad works (which should be recognized by the people in here calling for Madhouse or Production I.G. - take a look at some of the licensed property work they've done such as Marvel and Mass Effect), nor is there any studio that is not theoretically capable of producing a good work assuming the right people and right production schedule.

Madhouse has some awesome shit in their resume: Paprika, Paranoia Agent, Perfect Blue, Trigun, Black Lagoon, Claymore, Chihayafuru, Summer Wars, Highschool of the Dead (so bad but so good).
They're also doing Hunter x Hunter, the only consistently well-animated long-running shounen in existence.
