It means exactly what it says it means. They have no intention of preventing you from reselling games, but legally they want to make it 100% clear that they can prevent you should they choose to. Every single software company has one of these clauses because every single software company supports software-as-license rather than software-as-goods.

Why are you so concerned? Yes, the reaction could be overblown but the text IS there, it was changed, and it does mean what it says it means. Any rational person should know they're likely not going to enforce it.
