So again we are comparing a new IP with a sequel. We should be comparing it to GoW 2018. And any reason why you think it sold at such a slower rate compared to HZD? Speaking of the latter, it clear that its sequel underperformed as well.
Why are you talking about 20M for the TLoU when TLoU2 hasn't reached that number yet? In fact, why are you comparing sales of a new IP when it was an unknown quantity on the PS3 with sales of its sequel on the PS4 (where games sold a lot more)? The success and reception of TLoU made TLoU2 one of the one anticipated games on PlayStation in recent years. Maybe we should compare the sales to GoW even though the latter had a smaller install base. Heck it even sold at a slower rate than Horizon Zero Dawn.
I mentioned bundles before no one many people said I was making excuses, but now we have data to support this.
This is data ending in November 2019

God of War sold 10 million copies as of May 2019
These numbers end November 2019
God of War 2018
April 20, 2018 - November 30, 2019 = 1 year, 7 months, 10 days
The Last of Us Part II
June 19, 2020 - February 27, 2022 = 1 year, 8 months, 8 days
It's evident that bundles increased sales for both Horizon and God of War and it's not a 1-to-1 comparison. The game is likely either faster or on a similar pace without it And we're not just talking about LE bundles. Horizon Zero Dawn is not being sold at a faster rate.
