I don't think it's necessarily the voice commands that are the problem, but rather the app activation based on the command. Granted, I'm sure they could have found a 1.6 friendly way to do it, but they probably want to try to push 2.2 with this. He's saying that people look up phone numbers in their browsers then manually transcribe them, which is silly. He highlighted a number in Chrome and Chrome-to-Phoned it, and the phone started dialing.

The technical information is linked from that article. As far as who is using it, it is only open to apps for 1.5 and above that are paid through the market so that appears to be the audience.
