Its really close between a couple of those for me, but I would have to go with davy jones overall. keep in mind, its just the character and not the other effects in the movie.

Serious question time. Why do the dinosaurs in the first Jurassic Park hold up so much better than Jar Jar Binks and other CGI characters in Phantom Meanace? Did ILM just get really lazy, or is it because the dinosaurs' skin isn't supposed to be very elastic?

CGI is successful if and only if it fools me into thinking what i see is not CGI. I could always tell if a character is CG in a movie with one and one exception only: Davy Jones. Thus it is the best CGI character in the history of movies (so far).
