Checking System Updates shows that the update is available and everything but it's stuck on "Waiting to download". Is there any way to force the update?

I just checked for updates on my Note 2 and there's a 700mb download. Is that 4.4?

I was, yeah. Disabling data fixed the problem.

Updated my Nexus 4 to 4.4 a week agi via factory image/rooted and now got an OTA update of 9mb. Anyone know about it? Took a peek in xda-devs no one mentions about it.

It was a minor update to 4.4. It's actually the only OTA that the N4 received I think; that's why there was a delay for N4 OTA. So those like you and me got it as an OTA even after installing the originally released 4.4 factory image.
