I know people keep beating this drum but the Netflix shows are still technically MCU. They reference the films.

Since when? I've seen no evidence that the NY of Netflix isn't the same one from Avengers 1. Has this been discussed somewhere that I missed?

Yup. For now. That doesn't meant it isn't part of the larger universe. Agents of SHIELD and the Netflix shows still exist in the same universe with the films despite any behind the scenes problems that have arisen between the top brass.
It's a TV vs. movie thing rather than DC vs. Marvel, the DCEU will struggle to ever to ever top Kingpin, television is just a better medium for fleshed out villains. It's also why a performance like Health Ledger as Joker is so exceptional.

I think you are misreading what I am typing. "For now" means that we haven't had any major crossover with the larger MCU. That's all. It doesn't mean it won't happen. There just aren't any plans for it. It's still part of the MCU and should be included in this discussion. You can't dismiss it because it conveniently supports your claim.
As for the topic, I think CW has had more good villains but MCU has had select great villains including Loki, Kingpin, Kilgrave, Grant Ward and AIDA. Agents of SHIELD has had some particularly great villains.
It's still an issue with the MCU films though. They have been weak on villains.
Kingpin was a giant crybaby. Manu/Wells>Kingpin anyday. Now the Purple man would be a different topic.
Kingpin, Purple Man, AIDA, Cottonmouth are all top tier villains.
I'm a bit biased since I couldn't get into the CW shows.
Just to name a few.
