Well the trailer did say 'after this everything changes' so that means it changes from the serious tone to the old 'hey kids scream until your parents buy you all these toys' garbage people hated about Cars 2.
Not really. The plot of the movie deals specifically with McQueen finding himself over the hill. A new generation of supercars he can't keep up with have started showing up and he can't compete anymore.
I don't think Pixar has ever had a teaser be an actual clip from the movie itself, but this could totally be ripped from the movie going by what the director says. It looks like at some point at the start of the movie (maybe even the opening) we're treated to a race and we see current McQueen and he's not looking too good, especially compared to all the fresh new cars he's racing against. The wreck is gonna happen during that race and it's gonna start McQueen on a Doc Hudson arc and bring everything full-circle back to Cars for him.

It was fine. Takes a while to get going, but the second half is great fun imo. It also strikes some beautiful themes about raising kids with (mental) disabilities. (Apart from amnesia, Dory seems to suffer from adhd).
Not Pixars best, but a better sequel than for instance Monsters U
