The standard we should be following is: Did it get it's nation wide release in 2007? If so, then it counts.

First off, if Children of Men is a 2007 movie, then There Will Be Blood is a 2008 movie. It's not getting voted in here. If I made a thread like this last year, Children of Men would've been obviously included, but said thread does not exist. Also just saw someone vote for Inland Empire. Same deal. Doesn't count.
As for the others being argued about, I guess I will allow Tekkonkinkreet just because of the people complaining. They make a fairly good point about the board being mostly American (and some Canadians). And I guess that goes for Paris, je t'aime and The Host as well. This isn't that serious of a thread, so if people really want to vote for those movies, I guess they can.
So the new rule is American limited release date, like DA just said. Paprika was released in LA in 2006 and has never even gotten a legitimate limited release in the US, so sorry.
