It only has the main game because the DLC was never released on PC. It does have costumes though. I think a few of those were pre-order bonuses? I am not 100% sure but they are there.

Those two games are pretty different in focus and are more about characters.

I'd still say yes, because they are decent adventure games in their own right (but nothing on Hit the road...)

But personally I'd wait for a Sam and Max bundle from somewhere. You'll probably pick up a heck of a lot more games for about the same price.
