Pay what you want includes the first 3 games. How it works is self explanatory by look at the page itself really. It cannot possibly be any clearer.
Also, region lock fine print is not actually fine print since it locks you out of the "pay" button if your region doesn't match and you have to actively acknowledge that your region doesn't match to bypass it (for the importers among us).

I don't recall them ever saying that they would always do DRM-free or no region locking. Just because the first few were does not mean that every one after has to follow suit.
