On one hand, I feel like it would be great if people who send threats of physical violence over the internet had to appear in front of a judge and explain that they were "just kidding."
On the other hand, knowing it would require a huge cooperation between law enforcement and ISPs to determine your actual identity would lead to everything you do on the internet being tracked. That's not a precedent we want to set.
But realistically, even if 0.1% of the messages you get as a public figure in your dumb social media account look like this, and the other 99.9% aren't, please stop pretending you're facing some amazing oppression in your life. Statistically, these messages are coming no matter who you are, and if your follower count gets really high, 0.1% of a big number means lots of these messages.

Fandom is like this though, the more popular something is, the bigger the number of weird people included in that number. Which is usually fine as long as you make a good piece of media, usually the weird takes are kept to a minimum. This will happen with any single piece of media, no matter what, it's not videogames or music or whatever, it's just people.
The problem is that TOLU2 is such a shit game and has such a shit story with such unlikelable characters, that these weirdos feel the need to lash out and will take it out on everyone involved in the game. So in a sense it's Druckmann's fault for creating such a bad product and then leaving everyone involved in this game out to dry, including his voice actors.

It is your opinion that the game is shit and even if it was people should just move on. Does one disappointing game really harm people that much? Druckman is not to blame whatsoever for the voice actors being harrassed because people can't with not liking a game.

This is a disingenous take, when you take a beloved IP and create a shit product with it, then you can't expect people to just go "oh well", especially in the era of social media. Druckmann being a smug ass that doubles down because of how morally correct his game is just fans the flames.
Part 1 is one of my favorite games of all time and I can't decide which one I like better so clearly that is not how everybody thinks. Sure it is divisive but there are people than you think who love TLOU2. If it were as despised as you think there would be a consensus on it like Fallout 76 or Anthem. Most people agree those are low quality games. TLOU2 in the meantime is highly debated and argued. Even if it was undeniable trash nothing justifies sending an actress threats.

I think it's a lot less divisive than you think. Even on GAF most people hate it, it's mostly a small group of people that are in every thread defending the games' honor, the majority think the game is shit.
Regardless, to get back to the point, social media makes celebrities and creators way more reachable than before, so it exposes them to the weird part of the fandom way, way more and it's a shit situation. Even in the best circumstances and a quality sequel or additional media, there are weird people pissed off about something inane.
You make such a shit sequel with such shit characters, it's a expected outcome.
