CPU issues aside, wouldn't it take a long time to even make a version of Dolphin to run on a console? And then even longer to get it in as good of a state as the PC iteration?

You have to understand that it needs to be coded for the architecture - we've had Dolphin on mobile for years. You can't just straight port everything just because it's more powerful. 8 core ARMv8A @ 2.45GHz from what I can find. Shits all over PS4's Jaguar.Could be more powerful CPU wise. Dolphin is limited to 2 cpu cores. So if SGS8 is faster core per core clock per clock, it's enough. GPU isnt sollicited that much.
