So all of these games can still be played on a Vita. They just can't be downloaded directly to the Vita, and instead have to be transferred via PS3.

Seems like the most plausible answer. Licensing issues hold back a lot of the possibilities that these devices have.So they can do it, but they choose not to due to licensing?
