The latter probably isn't a big deal in a film like this, but the former definitely is. Hell, you can even get an R-rating for "thematic material" and other weird shit. Worrying about the number of f-bombs a Mad Max movie can have seems weird.
They're not movies known for their talking. I wouldn't be surprised if there's like, 10 pages of dialog in the whole movie.
What matters is whether or not a lot of blood gets spilled. You can horrifically break as many bones as you want in as many car crashes as you want and you won't get an R. But blood spray from gunshots and stab wounds? That's something else.
If most of the violence in this movie is vehicular, it could get a PG-13 and maintain most of its punch.

The film changed studio, and was delayed by the Iraq war making it complicated to shoot in Namibia, and then by unusually wet weather causing a lot of greenery to grow in Broken Hill, Australia, ruining the post-apocalpytic look.
It's a long story, with many start and stops. The gist of it is on Wikipedia, a lot of things kept delaying the film.

That crash sounds crazy, but even seeing just the trailer, there has to be such a high degree of difficulty to these things that I'm surprised they just had one.

When they were in Broken Hill they spent an ungodly amount of time (years!) and money building all the cars and putting them through their paces to breaking point. Then they'd do over 3-4 times since they built multiple versions of each vehicle and meticulously planned the stunts and do them over and over with the best stunt team and people there is....this is like 3-4 years before cameras even began rolling.
Heck, Hardy's stunt double is now one of his best mates and is working with him right now in London filming the Kray twins pic "Legend".
