I never read about that so I cant comment.

As for this guy this isn't the same by the sounds of it, as the other incident sounds like someone being racially profiled which doesn't apply here. Women (and men) in anime often look quite child like because of the style, but all things considered it looks like they just thought his card was fake. That can happen with any nonstandard card. My wife has a Chase card with all the details on the back instead of the front, and she's had to explain it to a few people before they would accept it.
