Thanks for the impressions. The framerate seems to be a bit erratic in the video I linked. Was it like that in the game or is it just the capture? Played over and Over again.
In a way, it is a halfway point between the old Hot Pursuits I remembered, and Burnout Paradise. I'll just list off things I remembered:
Game is rock solid 30 FPS.
Base was 1 Nitro + 2 Spike Strip powerups.
Earn additional boost with driving skills (directly from Burnout: oncoming, close call, drifts)
cops were tailing pretty closely.
Handbrakes respond closer to NFS games than Paradise.
Drifiting is much harder to nail correctly compared to Paradise.
Grinding on walls/rails slows you down.

Yes. The tracks are "fenced off" with Giant Yellow arrows if the road is actually an intersection.

Ergh what? Open world racing made the racing in a burnout game enjoyable. If they kept an overworld but closed off roads to make tracks like in other games i would be totally fine with that.

Did the old school NFS games not have circuits? I've only briefly played the original HP on PS1 and they had them IIRC. @OldNFSFan No. A cockpit view would not suit this type of game. They are better suited to motorsports simulations.
