It's not about what you believe (or don't believe) or think, it's about speculating about Next-Gen consoles.
That said, allow me to actually return to a more technical discussion. Actually for some of you it's a lesson, because most of you don't know the fuck you're talking about.
A TF = 1 trillion floating point operations per second
A RDNA TF = AMD's way to say that RDNA cards don't have that much TF because algorithms that have been done in software on GCN architecture have been replaced with hardware implementations of those algorithms. It's just used for making new GPU's comparable to older generation GPU's.
Ray tracing is a technique to realistically simulate light, reflections, and shadows based on material properties by following rays emitted from a light source until they exit the screen at a certain pixel. Actually thanks to Pixar/Disney for optimization reasons it's being done the other way around. It's like using a sniping scope and focusing on one pixel of the screen, following the ray until it hits a surface to determine if this surface is relevant to be rendered or not.
Ray tracing has generally nothing to with NVidia or GPU's. It's been out there
since decades. I did ray tracing on my
Amiga 500. Friends of mine did ray tracing on their
C64.
DXR is just an API calling hardware functions. Same goes for Vulkan. It helps developers call agreed on API's instead of having to implement directly hardware calls into their engines. In case of PlayStation since it's not Windows that needs to support multiple GPU manufacturers and generations it's actually less relevant.
These slides from July 2019 clearly say "Release when 2 conformant implementations available. Means the Vulkan specification will be finalized as soon as e.g. next to NVidia also AMD has released an implementation.
Let me reiterate loud an clear, for ray tracing you don't need special hardware. If you don't believe me then explain how Crytek can do ray tracing without using a RTX 2080.

RDNA2 is a new iteration of RDNA adding ray tracing algorithms in hardware . Means the card will do more in hardware which has been done so far in software through drivers using floating point units. Everyone needs to be aware, that a custom hardware function can do stuff in one operation which required multiple operation calls through the driver.
So now let's assume for the sake of the argument, that Sony has implemented a function which can efficiently determine which parts of the scene are actually visible (I also mean stuff in reflections behind objects or around the corner) and another function that can track light rays from light sources in two operations where previous technology needed to do this in complicated ways through software algorithms in 200 operations.
As we have seen with PS4(Pro), Sony has highly customized AMD's APU. It's not just a 8 core Jaguar CPU glued together with a Radeon GPU. PS4 can e.g. circumvent the caches to directly write into the same address space as the CPU. PC's have separate memory for CPU and GPU and exchange data through PCIe.
As you can imagine Sony will be doing this again with hardware ray tracing which might massively boost ray tracing performance, while older games only see 9.2 TF because they don't use ray tracing functions.
This means your whole TF equation goes down the drain. And you are wasting everybody's time with your endless repetitions and discussions without knowing shit about it.
Another thing to consider. Microsoft has acquired GitHub. The leak on GitHub could be intentional, like those lost in the bar iPhones. It's just free marketing through you, nothing more.
What will be relevant in the end is the overall performance of the system, which will be measured in FPS and how many pixels the system can push to the screen depending on a certain scene complexity.
And last but not least, about attacking other members on this forum.
