It could happen. Though arguably if there's any time to have a lot of RE stuff going on, it would be the series 20th anniversary, so in that regard it makes sense there's a lot going on. Also since RE is Capcom's top selling and most profitable franchise, composes Capcom's two top selling games of all time, and four of the five top selling games of all time (if you include all the different releases of RE4 as one, if not and separate it like how Capcom does for some reason, then 3 out of 5), plus the Resident Evil live-action films have made a lot and RE merchandising has done pretty well for itself apparently.
REmake 2 definitely will not be 2016, the RE VR game is unlikely in 2016, and the CG Resident Evil film is slated for January, 2017. But 2016 will most likely include this RE6 Remaster, Zero HD is slated for January, and Umbrella Corps is slated for 2016. So while we know a lot of RE stuff in development, most of it actually probably won't be seen until 2017. With also the fact RE7 has been in development for over 3 years now, and it being the 20th anniversary of the series, I actually think RE7 might be in their 2016 line-up, though if it isn't I also wouldn't be surprised.
But Capcom does have some pass for PSX, it looks likely that RE6 Remaster will be announced there, and it seemed a bit strange to have their own separate pass for just Street Fighter V, so it does seem likely Capcom is going to announce something at PSX (and probably not just RE6 Remaster, though that being announced at PSX looking likely I'm not sure if it makes it more or less likely that RE7 would be announced there).
