According to a report released today by the IDC:

There are more than one billion smartphones vs 5 millions of vita, 200x the vita base, i don't know how many 3ds there are but clearly the big disparity between smartphones and vita+3ds userbases is not visible in that graph.
The fact that some indies sell more on vita clearly explains:
1) why comparing mobile and handheld markets is just marketing and there's no other reasons to be made
2) how pathetic the mobile game market really is for most of the games, even with its huge userbase some indies sell more on handhelds, even on the "doomed" vita

Indeed. I was just looking for some figures but I'm not sure I trust any of the pages I've found. I don't think any of the gen 7 consoles have broken 9 though, even with their much longer lifespan. I'm pretty sure the DS was sitting at around 6 - 6.5.

I wish I could give you concrete figures, but I can't find any. 10 is very high though, I know that much!

I don't even have a Vita and probably have that much thanks to PS+ lol.
