I went to PCPartPicker and made up a list. I ended up with something that I hope fits both my parent's budget (they said a low $2000 figure would be what to aim for) as well as his needs. He isn't much of a gamer, but he always says it's because the mac can't handle it. I was thinking about buying him a Mac since that's what he's always used (along with an ipad iphone, etc), but in terms of value for money, I opted for a custom PC.
Could anyone here help me with this? It's techincally not steam related, but if it works fine, I'll be installing Steam on it for him to use! haha
My older brother has been using his imac for ... gosh I want to say for ...10 years, (maybe more?) and it's starting to show its age. the LCD screen has lines going across it, I assume because the video card is starting to crap out. It takes ages to load up something (He tried upgrading the RAM (DDR-2!) to make it a little faster), and he really can't remove anything off of it because the HDD is so small in the first place. He uses it for EVERYTHING, and pretty much helps my parents with well... everything through it.
He rarely asks for anything for his birthday and when he does, it's usually something very small and very cheap. Even though money is tight in the household, my parents really wanted to get him a new computer this year, so they asked me to buy one for him.

"Low $2000s" is insanely overkill, well over the price to performance sweet spot.
That processor is crazy overkill, as is the motherboard, and personally I'd go for a cheaper, smaller SSD.
Edit: Even the RAM could be 10-15 bucks cheaper.
This may be just ignorance on their part, but spending $2000 is way more than what your brother needs. You said money is tight around the house and he isn't much of a gamer, there would be no reason to spend that much.
I would say $800-$900 is the max, and that includes monitor.
Tone down the motherboard to something cheaper, throw in a i5 as your brother isn't likely to use hyperthreading, take out the 770 for a 750 ti, and I would personally drop the SSD to 128GB. CM 212 has always been an excellent budget cooler though.

I was thinking about Guild Wars 2 and ESO, but my only real problem with most MMOs are the combat and/or lack of player economy. I played EVE for maybe 3 months, but I realized I needed more time in that MMO. I used to play Runescape, but after maybe 4 years of that I grew tired of it. The thing that drew me to EVE and what kept me in Runescape was the large player driven economy. EVE does not have the best combat and while Runescape's combat has improved, it is not on par to most non-MMOs I play. With the Elder Scrolls ONline my only real gripe was the combat and for Guild Wars 2...I am not too sure about the game since the combat seems a whole lot like the generic hotkey mmo.
Maybe some of y'all here in Steam thread can give some input? MMO fans have different standards or views than non-dedicated MMO players like myself and some of you.

As a GFWL game; the addition of Steamworks achievements implies GFWL is being removed, which also bodes well for the continued survival of the game.

True enough, but it's only after Macs moved to x86 that hackintoshes were even an option. And if you're not specifically after the Apple look there's a lot of spiffy computer hardware nowadays (plus you might just have a monitor (or two), mechanical keyboard, and mouse on your desk anyway).
