Generally, I'd say that if it is something that is available comercially, giving it for free (unless offered as such by the creator in addition to comercial release) is verboten.

I feel like I've accidentally woken up in an alternative dimension today. I just don't get what's so special about Rez. The gameplay is just a straightforward onrails shooter. The music sounds like generic techno and doesn't appeal to me at all. The artstyle looks too simplistic to me and has no charm. Even if I were to adore the artstyle and music I just can't get over the dull gameplay.
I can appreciate games like ICO which manages to be fun *and* have a very artistic and beautiful presentation. But to me, Rez is just a shooter with fancy presentation which forgot to add fun gameplay.
It reminds me quite a lot of E4 actually. That game has a very original concept (even more original than Rez when you look at it from a gameplay perspective), music is a very important aspect to the gameplay and visuals, and the artstyle is definitely unique. And it has dreadfully boring gameplay. So why didn't E4 get 10/10?

At first I found it impressive and I bought it because it came from the same studio which made Lumines (which is a game I love), but I regret that purchase as the gameplay just isn't there. They messed up the game balance by allowing the player to easily play literally forever. Rez, quite literally, and quite directly, paved the way for Lumines, and Meteos, and E3/E4, etc. It is an important landmark in the history of beat games, and even video games itself.
It is one of the few niche titles out there that was in high enough demand to recieve a repressing after its initial release without being greatest hits, or updated in any way, and possibly the one with the longest time in between initial release and repressing.
It is also one of the games that escaped the sinking ship of the Dreamcast, so for Dreamcast owners, it holds a special place as a touchstone to their past.
Honestly, it's possible that the game just isn't for you, and that's fine, but if you would like to know why the game is as widely respected as it, it is because it holds such a significance within the history of video games.
But, if you ever find yourself with an extra 800 points, and you can't figure out what to get, consider Rez. If nothing else, you will be supporting the same people who brought you E4, which you seem to like (I agree that it is good too, BTW.)

Perhaps I'm at a disadvantage because I'm not a fan of abstract art and I'm not a fan of techno music. And I get the impression that's the major reason why this game is getting so much praise. Turn off the sound and give the 3D models some textures, and the game would probably be regarded as a generic shooter instead of being praised as one of the best games ever.

I did try the version of E4 which is on PC. E2 I think it's called. And I thought the gameplay of that version worked pretty well. Don't have a PSP so I can't try E3. I would have enjoyed E4 a lot more if they hadn't messed up the game balance. Just to let you know, though, I have almost zero interest in techno music, personally, and I have never willingly attended a dance club (give me a bar with a bit of Johnny Cash or Tom Waits playing over thesound system anyday,) but I love the shit out of Rez.
edit: and, honestly, once I get into a groove, I can play any version of Lumines litterally forever. If you did like E4 at first, but found it too easy, I recomend giving E3 a try. There are a few less game modes, but you are given a limited number of lives, and a shorter shield times, meaning that there is a lot more strategy involved, and you have to really time your chains right, and then go for the power-ups ONLY in the open areas, rather than taking thirty seconds to run around the screen grabbing power-ups everywhere, and then exploading at a random spot.

I have a question about score attack: how do you get near the set high scores? Like in the first area the score is 150k, but even when I shoot most of the enemies I only get to 80k points. So I'm nowhere near and I don't get why this happens.
What I don't get too: whenever the 'end of area' box appears, do you have to get in asap? because if I let it pass, sometimes more enemies appear.

No, that's just sneaky level-design.
