I've got a nice new EVGA FTW 970 and an i5 2500K and can only just get to 60fps solid if I drop down to 720p.
Nasty stuff.
Any chance of another patch? It really needs one.
That doesn't sound right. I have the same set up and get solid 60fps with max settings and 1080p. The game runs like shit despite 60fps though.

my 970 is almost at 980, my i5 runs at 4.2 and I can't get solid 60FPS on 1080p.
Alright so if you've got that weird micro-stutter thing going on when you are running at 60fps, give this a try if you feel like it. Took out a lot of it for me, and when it happens it's not as bad.
1) Go to the following location on your computer : (C/users/youraccountname/Saved Games/Tango Gameworks/The Evil Within/base) In base you will see your evil within config, right click on it and select edit with notepad or an equivalent.
2) Once the config is open, hit "Ctrl+F" on your keyboard to bring up the search function. In the search function, type this (R_swapinterval). Search down and up depending on where it finds it.
3) If it finds it, change whatever number it has to "0". Example, if it is (R_swapinterval "-1") change the -1 to a 0. This will unlock the game framerate, meaning it can go above 60. If it didn't find the command, simply go to the bottom of the config and copy paste this (R_swapinterval "0") without the parentheses.
4) While in the config, you can also add (Com_showFPS), to get an FPS counter. However I'd reccommend fraps or MSi Afterburner or an equivalent instead, as it is faster to turn off. The fraps freedownload will give a FPS counter.
5) Now that you have done that, click on file and hit save, then close the config. Now, right click on the config, go to properties, and where it says "attributes" check the box that says "read only". This makes sure that the game will not change anything in the config. However, this also means any changes made in the menus in the game will not stay affected upon a restart of the game, so unless you want to change your brightness or whatever everytime you load the game up, make sure you have your settings how you like them.
6) If you haven't already, download Nvidia Inspector. It's safe, a bunch of people use it. I tried using Nvidia Control Panel but for whatever reason it didn't work.
7) Once you have Nvidia Inspector open, search for The Evil Within. Everything we change will be under the "Common" tab.
8) First, go to "Frame Rate Limiter" and set it 58 fps, not 60 fps. For whatever reason, 60 fps locks the game to 62 rather than 60, so there fore setting it to 58 should lock it at 60.
9) Next, go to "Maxium pre-rendered frames" and set it to "3".
10) Next go to "Triple Buffering" and set it to "On"
11) Finally, go to "Vertical Sync" and set it to "Force On".
12) Hit "Apply Changes" at the top right hand of the window, let the changes apply, then close off Nvidia Inspector.
13) Jump in to the game and see if it's any better!

Edit: If it does make your game smoother but not totally smooth, try a different variables in the Frame Rate Limiter and the Maximum Pre Rendered Frames. See if it makes it any better.
Double edit: If you are using AMD I don't think you can use Nvidia Inspector, but I think D3d Overider or an equivalent would work. That being said, first check that the vsync works. Do all the config editing, run the game to make sure it is unlocked, then force the vysnc on the control panel or Overrider etc. Run the game again to see if it sets to 60. If it doesn't and is still running unlocked, you will have to find another program. This is why I used Inspector, as the Nvidia Control panel vsync was not applying.
The 60FPS vsync in this game is COMPLETLY broken. It introduces tons of micro stuttering.
Does removing the black bars decrease performance? Is it still rendering stuff under the bars or does it help to keep them?

It improves performance.
What I find interesting is even when dropping everything down to bare minimum, and lowering resolution, I still get framerate issues with a 780 so there's probably something going on with the engine/game.
If they come out with sequel to this, I hope they ditch ID Tech 5, and build the game from the ground up on a new engine, something that this game deserves.

I installed the demo and gave it a try on my old and imbalanced PC. First, my specs:
Intel Core 2 Quad Q6600 @ 2.4 Ghz
GTX 660 with 2 GBs of VRAM
8 GBs of DDR2 (yes, 2) RAM
And the settings I used:
Everything on maximum detail
FXAA
A resolution of 1840x1150 (I have a 1680x1050 monitor and used Nvidia's DSR, it's a bit more pixels than 1080p)
Letter boxing disabled
Now then, performance: During the beginning of the demo when you're outside of the hospital the framerate was between 24 and 28 fps. Once I got inside it went from 28 to over 30, then once you get captured and for the next 30 minutes it stays almost always above 30 fps. Overall I'm very happy with the performance I got considering the mostly severely outdated hardware I'm using. I will try disabling features that I dislike anyway (like motion blur, ugh) and see if I can keep framerate above 30 at all times.

I've set it to 60fps vsync ingame and disabled letterbox and when using the camera its seems like its dropping to 20fps. Its not a pleasurable experience and I've only ever queued for one game in my life - RE4 - so I was so hyped for this.
I have tried fiddling with the ingame graphics options but nothing really improves it. Has anyone got any ideas? I really want to play this game with at the highest, smoothest framerate as possible.
(I have tried dropping doen to 30fps but the the problem is still there)
Uncap the frame rate R_swapinterval - 0 and force vsync through driver crossfire doesn't work in this game either

Game at its highest settings @ 1920x1080, including full screen. Been playing the game mostly between 60f-72fps but as others have said the experience isn't smooth. Forward/backward movement isn't so bad, but sideways panning is very juddery. No surprise to find frame-times jumping all over the place, regularly going from 7ms to 20ish then back again. Will definitely try the fix suggested above.
Interesting to note VRAM hasn't once gone above 1.5 Gb, the 4 gig requirement was indeed very silly. CPU is also below 50% usage.

Are you actually using crossfire? Because I don't think id tech 5 supports it. Also, any changes made in the nvidia control panel had no affect on the game for me, did it through Nvidia inspector. I can't help but feel it would be the same for AMD.
I have crossfire enabled and the second GPU fans spin up. That's all I know. Of course I've read the id5 doesnt support it.
I uncapped the frame rate with R_swapinterval - 0 and forced vsync through driver and it has made a difference - its slightly smoother, but nothing like the last three games I've played (Metro Redux, DMC and RE4 HD remaster)
Have you tried disabling crossfire to see if that makes the game run any better?
Are any Nvidia users experiencing random crashes to the desktop with TEW? Everything was fine until Chapter 10 but ever since then (currently chapter 13) I'm seeing random crashes with no apparent triggers.
The game doesn't push my GTX 480 nearly as hard as Alien Isolation (GPU temp wise) and I haven't had any crashes with AI as of today.
I'm running TEW with all gfx settings enabled and on High / 1080P @ 30fps with black bars disabled.
