I actually think the Kinect is a great option for this type of game. Having to actually make the gestures adds a layer of tension.
Whether or not the controls in Rise of Nightmares are actually well implemented for a Kinect game or whether Kinect is actually capable of doing the controls justice is another question.

Is it impossible to make a GOOD game that also uses kinect? of course not, but in the meantime developers are able to get away with stuff like this just because its gimmicky.
What was keeping them from making this game like this but good? "its a kinect game.." is not an excuse, no one's moving forward with that sort of thinking.

Kinect is obviously limited when it comes to character movement. they have to do things like the hands up auto walk or force the payer to hold awkward one foot forward positions (these foot forward movements really require even more space than some people have in their living room)
there are things that kinect can do OK, but at this point they have all consisted of arm swinging or punching. anything requiring more subtlety or basically any form of forward or sideways movement has been pretty, pretty, pretty, pretty bad.
