Going by how overreaching some of their clauses are something rated R18 because of an amalgamation of violence/gore/swearing and some light nudity/non-penetrative sex acting could in effect be caught under this ("that it was produced solely or principally for the purposes of sexual arousal"). Arguably, western democracy never really existed. A large portion of the achievements of liberals in the 18th century were rolled back and the majority of power remained with powerful interests after that.
