Spoink is a long-running punchline for me.
I think Gen 1 Pokémon get a popularity boost by default, no matter how minor.

Count me in not-most. I enjoy the series, have played most of the mainline entries, and think Garbador (and the Vanilluxe line) are shit. Generation 6 has some awesome designs, if one is looking for more recent Pokemon that aren't a joke.

Not to mention he can a lot of HMs so he was boiled down the HM slave and that's one slot gone for your team so people hated him even more.

Qwilfish must be in the running, right? No evolutionary track and kinda forgettable design... you don't see it show up in avatars or fan art like other Pokemon, especially for one introduced in Gen2. What do you think?
Qwilfish stopped being that because of how often people mention how forgettable it is, tough.
Though I feel a good number of Gen II pokemon belong here.

Considering how popular it is competitivly I doubt that it will be forgotten anytime soon.

Yup, and honestly his theme is spot on. A silph fairy steals things, he is fairy type, and steals keys. He's a keying and it's a masterful design.

Honestly, if we're talking unmemorable Pokemon, it's usually the middle evolution of stuff, right? e.g.

Definitely a pokemon that doesn't have an evolution. Not legendaries of course. At one moment in time it was Pinsir but that changed.
