I put effort into trying to justify characters from my favorite western games but their isolated aesthetic appeal usually just isn't as big as factor as charaters from Japanese RPGs. I look at some of my favorite characters from the last gen, like HK-47 from Star Wars Knights of the Old Republic, and it's not because he looks good but rather his characterization. Or J.C. Furthermore, on top of the points I touched earlier and yours, the most prominent character designs are usually in genres that aren't exactly popular with western console developers. Fighters? None come to mind. RPGs? That's for sure. I'd love to see what Brom, Caldwell, Easley, or Frazette could do for a traditional western RPG, or Alexander Ross for Shadowrun if they get to make a RPG for it eventually (or any cyberpunk game for that matter).
