Don't MS have a set number of keys that can be produced per quarter if someone wants to sell Wins 10 store games ?
Obviously they can do what they want for their own games but they do have restrictions. It's not like Steam were they can bang out codes as much as they want.
I'm also convinced MS don't give a shit about the PC version and they're protecting the xbox one versions price, to give themselves the best profit possible and to keep retailers happy since one code gets you both versions.
