Also another case of parity between consoles? I'm curious to see if the PS4 version has better AA, or any other effects.

Confirmed not to be capped at 30fps on PC on the official forums.
60 is natively supported.

That does not make me more interested in the game though.

The game is probably one of the ugliest next gen games I've ever seen, if it's not 30 locked that's a huge fail.

I don't expect performance issues on consoles if they've capped it at 30fps. The game doesn't look good even on PC.

It has satellite dishes/cell phone towers. I can't remember which one but I do remember having to find them to uncover more activities

Uhh that's nonsense. I don't believe that uPlay processes make Ubi titles run worse.
