There's a lot of racist attitudes towards products coming from Japan these days. I don't know what else to call someone judging avatars in that way, except saying that they're anti-Japanese culture.
It's not just NeoGAF. It's tons of sites on the internet, and it's a common thing for people to judge people in that way, and to put down anything from Japan.
