I tried that. I can see there's some sort of threading in this system, but it's yet another Interface from Hell that has its own quirks and eccentricities and is hard to figure out unless you're a member of the internal cognoscenti who inevitably sneer at the newbie becuz they don't grok the system.

I go to your post. I hit quote. It sticks a bunch of light HTML in the body of the message. Not in the title. What am I missing?

The "light HTML" is "Bulletin Board Code" (AKA: Message Board code). I'm assuming you haven't been on the internet very long or never were around for BBS's back in the early 1980's when they were dial-up BBS's that evolved into the board software we have now.
The quote function quotes the post so the person you're replying to will know you're replying directly to them or if you want to quote a post to make points/etc. They don't go into the title of the post since like e-mail that's the "subject" header that barely anyone uses for more than five seconds. The content of your posts/messages go into the "body" of the post which is where the quotes go. Similar to your e-mail message being the "main" body. Make sense?
Rick does the logical thing and hits "Preview." The system tells Rick his title is too short.
That's because the message board software limitation is there to prevent people from quoting just one post and going "this." (Of course this doesn't stop people from just typing "this" and doing the same thing as just quoting one post and making it theirs). That's why it says your message is too short. You need an opinion/reply for someone.

Also, yeah, may want to disable that signature or stop copy/pasting it. Use your profile to enter in your website.

Sorry, but I won't do that. I am not a handle and don't want people to think or refer to myself as such. The name I normally respond to is Rick Chapman. Not "Jonnax" or "Viking110" or whatever. I can't even imagine why people would expect me, or anyone else, to do this. Rather dehumanizing. And I don't want people to have to hit two clicks to know who they're talking to. Rick, that's fine. But NeoGAF's rules mean your e-mail like signature is frowned upon and it
totally isn't needed. Your posts are attached to the name to the left of your post. AKA: "Your handle." Which, you made... as your name. Which means your signing is pretty much redundant. Okay?
So let me clarify. If I use my own name in a post, am I promoting? (1)
If I say I am the author of the book under discussion, am I promoting? (2)
Let's deal with those two first.
1. No, technically since that's your username. But, for the record, you
don't need to sign your posts with an e-mail signature since your username is already sufficient, okay?
2. That's a yes/no. Yes, you could be promoting in a fashion. No, since you're self disclosing that you're the author of the book the OP is posting a thread about. That said, you only need to do it once in the thread and anyone that is following the thread is able to know you're the author. No further need to mention it, no further need to provide links at the end of the post. Understand?

It's not putting down "newbies" to get them to conform with the rules. If you don't like not having a signature in your post, then GAF isn't the place for you. But again: You need to think of the message board reply function similar to writing an e-mail with two exceptions 1) No signature/"sign blocks" as you call them at the end of the post and 2) the HTML code is just simple BBCode.
If you get that, then you're pretty much able to use most message boards out there, GAF included.
