It can be many reasons. Maybe they don't have game demos ready? Maybe they want to show and reveal everything at once (games, system, etc.). Maybe it's all not ready. Maybe they just don't want to compete with media attention against MS and Sony because they get less attention compared to those two?
I don't see how any of those makes any sense. Nintendo pulled the internal dev teams to work on the NX game for awhile (hence the current WiiU software drought). With less than a year between now and launch window, all the launch titles should be at the end of alpha if not the beta built already. If those games are so incomplete that they can't be demo to the public at this point, then it is unlikely that they will be a complete game by March.
Also, nothing gets more spotlight at E3 than a reveal of a new game console. Even Sony shows the PS4K, it won't generate more buzz than a new Nintendo console.
