MS obviously paid for it to be on the Win10 store. Also why would steam allow cross play? That just gives people another option on PC and not buy it on Steam.

I have to respectfully disagree. I can't rationalize any scenario where Microsoft gets 100% of the blame. They deserve some blame, for being tone deaf and incompetent, for not demanding higher quality from Activision and Infinity Ward.
In the end it's Activision and Infinity Ward deciding to not implement cross-play - they're the ones with their name on the game and they should be held to at least a little bit of accountability.

Microsoft should have done a better job convincing Activision to at the very least make it cross play with Xbox One. But really? It also should have Ben Play Anywhere. Would have been a huge boon for the program. So yeah, Microsoft fucked up in THAT part. But maybe the marketing partnership with Sony blocks that?

My Point is, this situation defies all logic, so I'm not willing to assume anything. Who spends boatloads of $ to land a title that only 15 people will purchase, mostly by accident, then immediately regret regardless of how good the port is.
Smart move, you get Xbox Live achievements which are worth so much more than Steam achievements, and you get the security and peace of mind that Xbox Live provides that nobody will be cheating and you won't be getting keylogged using Chrome.

steam doesn't have to allow it specifically, that's the point. the steam ecosystem is by default open and allows basically any kind of multiplayer implementation with no restriction.
valve is not like the console platform holders that are restrictive by default.
