After dark gives a you day/night cycle logic (affecting traffic amongst other things), a bunch of unique buildings and a new Commercial category (tourism). To me its worth it.
The snow DLC though give you even more in my opinion. Even if snow is a theme, it not only add the snow logic, it also gives you an entirely new service to manage (road maintenance), tramways and a bunch of new buildings and parcs.
In my opinion they are worth it if you want to play "the complete experience" and have a maximum of unique buildings and monuments.
The day/night cycle was part of the free update. I think you should only get the DLCs if you like the base game and want some more stuff to play with.

This week has been intense! We have been working on a smaller patch to celebrate the start of the 2016 UEFA European Championship and tomorrow there will be a free football (the REAL kind) related mini DLC available for free!
Alongside the mini DLC there will be a small patch to fix a few issues and adding the pre-order content for everyone to enjoy. Most interesting adjustments in the patch are the solar power plants producing now 70% of the daytime output and After Dark's Tourism specialization attracting more tourists. The full patch notes are listed below.
The team at Colossal will continue to work hard on bringing new content and improvements to Cities: Skylines in the future and I hope you enjoy this little update in the meanwhile!

Is there any mod that enables grid-based placements of roads and such? The completely freeform building just doesn't sit that well with me.

If the mod supports the latest version it'll work with DLCs just fine. I haven't seen a mod that will break if you have a DLC.

It seems extremely unlikely that it isn't that.
I do hope it's more substantial than the previous DLCs. The management parts of the game are still barebones.
My hope is that it's a new expansion that addresses exactly that. Adding in better management tools and mechanics would be very welcome. I'd also like to see new train content added, maybe put in a variety of train styles and some tools to make fantastically detailed yet functional train yards. I'd also love to see civilian boat traffic around piers and docks, like what Simcity 4 had just to add some nice atmosphere.
I still hold a candle for Citybound. A one-man band, but he's really paying attention to the fundamentals. If you're more interested in the simulation aspect than adding 100s of props to make your farms look nice, then it could be the citybuilder for you! Devblog: http://blog.cityboundsim.com/

He's decided to switch from JS/WebGL to C++ (told you so x1000). And also is currently "working on a mindblowing, super secret update" so I'd say it's definitely going somewhere.
Anyone using road anarchy? I'm trying to enable it (alt+ L) but I don't get the button that's supposed to appear.
Forget what the other road mod is, not sure if that one is working properly either.
Use this one. You might be using an older mod which is now not working.

Yeah, the base game and After Dark are great for the most part, but between Snowfall and this new expansion, I'm not sure if I like the direction Colossal is taking the game.
I think a big part of it is that the fantastic mod support has made it harder for them to add stuff without, well, basically just integrating mods into the game. Love Snowfall though, but yeah, disasters I can't get excited about.
