I thought it was confirmed that it was not 4K due to when the project started and the hand drawn nature of the graphics. Some clarity on this would be great.

Didn't they say it couldn't be due to everything being hand-drawn?

Dualshockers published a 4K gameplay video last week. That doesn't necessarily mean the art assets weren't created with <4K in mind, though.
