The person you quoted already said they were speaking of the competitive scene. Tekken has probably handily outsold SF since T2 (if not the first) in America, but it's never translated into a comparably larger community.
Yes it did. Tekken scene in the mid 200s especially during Tekken 5, was larger than almost every single fighting game conpetitively. There were literally like no Street Fighter players in Upstate till SF4 dropped.

Capcom no longer has the arcade resources outside of maintaining old CPS1-3 boards for arcades in Japan. Also for SF4, Capcom piggybacked off of Taito. For modern fighting games not called Tekken or Gundam, they are on Multicab services, Ultra is on Taito's Nesica. Taito's current Type X2 setup can't run SFV.
The other option is Sega with its own Multicab Ringedge 2 service/hardware. It's what the anime games, DOA5 arcade and Xrd Sign/Revelator are on. But I don't know if it could run SFV either.
The third option is to use whatever Namco is using for Tekken 7 and sell dedicated boards. But Capcom got heavy flak for doing that the last time with vanilla SF4. Their way of doing it was very anti-consumer and costly, it ended up turning away many arcades in Japan.

I don't think Sony would actually make one for them. Capcom, like Namco, would have to license the PS tech and engineer its own board.Im surprised they didnt just ask sony to make one like system 265 previously but based on ps4 soc or even AMD directly to make one. An arcade release a long side eith ps4 makes more sense business wise for sony than allowing capcom to release a pc version if you ask me.

I will maintain as I have since SFV's launch that capcom is going to pull "a realm reborn/Taken King" with this game. It just might take until early next year.
Among the many options open to them - releasing an update (free for current owners) known as Super Street Fighter V that just straight up turns SFV into SSFV , adds in a few more popular characters (sakura, akuma). Around the same time, through the use of a partner - port the PC version onto a simple arcade machine (whatever Namco is using for Tekken 7 could probably run SFV just fine too). Obviously this version would be Japan only but it would contain all of the content the home game has (character/stage wise) but with simplified play options - just a simple arcade ladder ending with a fight against Bison followed by Necalli and 2P versus through the use of a multi-cab.
As balance fixes and such come out on the home version (which would still be considered the reference edition) an onboard internet connection for the cabinet would keep things updated. Certain arcades might even have online play for versus , in these cases the cabinet would be assigned a name and it would show up as a PC player.

Bruh T3 had a crazy amount of moves as well lol. I remember when I got the strategy guide for that game. The first strategy guide I ever remember getting that had so many moves I couldn't even process them all. I took that thing to school, tried to memorize it and could still only do half the moves. Some seemed impossible to do back then too like the EWGF. It's like us kids didn't even know how those moves came out lol.

I love playing Tekken casually, but looking at a character's move list makes me instantly give up.
Street Fighter I can pick up and a half an hour later (if not shorter) i can at least walk away feeling like I can perform all their specials
