I don't have a problem with Shia's design. I do have a problem with her design in relation to her motives though.

"Professional" cosplayers won't give it a second thought, but casual cosplayers worry about these things.
It's really hard for a female character to be strong and sexually independent without getting a negative label attached to it... which is just silly because society would hardly bat an eye at the equivalent (just how many women did Ezio from AssCreed sleep with in the series?)

There are, but those people were never that interested in the game to begin with.

Cia has a very strong sense of self, being clear about what she wants and displays an unusually aggressive and provocative personality. While she desires the world itself, above that she desires Link, wanting to make him hers.

The camera slowly pans around her body as she lays in a seductive pose in mid-air, giving us a view that she is wearing only vines. When she gives you the spell, she rolls over onto all fours and sticks her ass up into the air, and appears to blow a kiss to Link before summoning the magic for him.
