It's the first true character destroying episode. There were weak ones but that was the beginning of the end. All the other shit like changing Homer to a 90's teen and shit is so far into the crap you can't even care.

Or even the episode where Germans buy the nuclear plant. Do they show these episodes in those countries, or do they just cut them? Maybe they change a few potentially offensive lines in the translation, but show the rest of the episode.

I doubt any of those countries cut the episodes altogether - in the UK they leave the British aimed jibes intact, although they cut Mr. Burns calling U2 "wankers", as it's more offensive over here. Every other cut is mostly due to differing sensibilities and the times which episodes are shown over here.
As Simpsons is mostly shown during the day or early evening, there's a few silly cuts to episodes when they air on Sky or Channel 4 - this bit from Mr. Plot for instance;
Homer's Brain: Don't tell him you were at a bar... But what else is open at night?
Homer: It's a pornography store. I was buying pornography.
Homer's Brain: Heh heh heh. I would'a never thought of that.
Or any instance of 'bastard' or 'bitch', or random bloody violence (McBain clips, etc) in daytime airings.
I'm Australian and the Australia episode is amazing. Pretty sure absolutely nothing was cut.
It's just a little kick in the bum.
Fun fact: Groening was apparently pretty pissed that the wound up doing that episode because he didn't like the idea of cross-promotion in his show (or something like that). So during the introduction where it mentions the Simon/Brooks/Groening names, Groening's is absent.
