Yes, it does. The game randomly pairs you up with another player, and you are only allowed to interact or communicate with the other player via the game mechanics. Spoiler warning:
you do find out who your companion was, but he/she is only revealed to you at the end of the game
For all the talk of "blending singleplayer and multiplayer" that's been going on since 2013, no other game pulls it off as well as Journey, which was released before that became a thing.
