When you talk to some friend and he sees a moderately attractive female pass down on the street and makes a comment on her appearance then he's not expressing his appreciation of her based on her having a vagina, uterus or chromosomes. He's instead appreciating her appearance which strikes him as feminine and fulfill whatever criteria he has for a female and a hot one on top of that.
And that's how he judge her to be a woman, even though this woman in particular might have a penis.

Some words are only hurtful in 20% of contexts and respectful or just irrelevant in the other 80%. So someone uses a word in a completely respectful, non-derogatory, casual, maybe even clinically detached manner, and if someone thinks they are using the 20% hurtful part then they are banned for a year.

1) No one is banned for a year over language. Language bans are relatively short and minor. People need to stop looking at all bans as equal; some bans are very clearly, based on length and ban message, a "take a time out" punishment. Some bans are intended to be a "shape up" punishment. It may be that people who use it have never thought about what it means and they are just meme machines who regurgitate any meme they've seen regardless of understanding it. Those people can reconsider the practice of blindly reposting one-line memes during their short, "time out" bans.
