They strip these things from all potentially harmful stuff and then basically just drop the metal skeleton into shallow parts of the ocean. Only with such a scaffold at an ideal place (enough sunlight, no strong water currents etc.) you can efficiently grow artificial coral reefs (which after a long-ass time will hopefully turn into big, natural coral reefs).
The coral reefs themselves provide then a habitat for many, many species which in the end is beneficial for a huge chunk of the total oceanic life.

Was watching World at War the other day and I just found this cool, funny, disturbing all at once.
Found some more information about this, Americans shooting at German Civilians.. The car the person runs behind drove through that section and was engaged leaving the driver dead with a gunshot wound to the head and his wife severely injured. (from what I can gather from a Google translated German website)

Possibly they got caught in the middle of the tank duel at the cathedral in the battle of Cologne.

Note the car to the right of the white arrow. To the right must be the Sherman that was firing on the person crossing the street and previously the car. The Sherman was then destroyed by a Panther Tank, blowing the Sherman commanders left leg off and killing him along with 2 crew members. (if it is indeed the same tank)
Im assuming the incident took place at this location, with the Americans advancing in a South East direction.
