Santa costumes show up as individual downloads for each character like the hair

Yup; the DLC is borked again. You can use the same method as the rainbow pantsu glitch to keep your save data and erase the DLC, then redownload.

That's really unfortunate about the Santa DLC. Glad I read the comments here. I downloaded it, but hadn't installed yet. I disabled everything from my downloads list so hopefully that will prevent it from happening when I start the game up later.

Edit: That did the trick. I was able to start the game without the DLC hanging issue.

My SV is currently not loading because of the Christmas DLC.

Redownloading all the other DLC, I mean. But yeah-- it took some time, but I just backed up my save, deleted the local DLC folder content, deleted the game, popped the cart back in, copied the save back, then proceeded to get the other DLC again, which is what took all the time.

Think it's the Merry Christmas item that's causing issues. Maybe the Santa Set as well, but I'm not sure. To quote Tom on the Xseed forums:

Yeah, this isn't us. And Sony assured us this was fixed, too, after the Rainbow Panties thing, so I have no idea why or how this is happening again.

We're looking into the matter, and I'll give you guys an update as soon as I have one. Sorry for the trouble, either way!

Yeah, it's just the Merry Christmas DLC that's problematic. And unfortunately, it will likely remain problematic for at least another week, as the issue is 100% on Sony's end, but the relevant parties within Sony appear to be off for the holidays.

Getting them to fix it (again) will be our first priority once they're back, however!
